Should Muslims Celebrate Birthday

Some Considerations

RAPBS

Sekolah adalah institusi penyelenggara proses pendidikan dan pembelajaran. Untuk dapat mengelola proses dengan sebaik-baiknya, maka perlu adanya dana. Untuk hal tersebut di sekolah ada yang disebut RAPBS atau Rencana Anggaran Pendapatan dan Belanja Sekolah.

Rencana Anggaran Pendapatan dan Belanja Sekolah ini merupakan plafon pendanaan yang dibutuhkan dan harus disediakan serta direncanakan asal dana tersebut didapatkan. RAPBS inilah yang menjadi dasar pengelolaan managemen sekolah. Segala hal yang dilakukan oleh sekolah harus tercover di RAPBS tersebut. Jika tidak, maka kegiatan tersebut haruslah diprogramkan di tahun depannya.


Untuk itulah, maka setiap sekolah menyusun RAPBS sebagai acuan kegiatan yang terkait dengan pendanaan. Sebenarnya, dengan adanya RAPBS ini, sekolah dapat mengeksplorasi kemampuan dirinya dan menyeimbangkan dengan alokasi dana yang ada. Dengan cara ini, setiap program sekolah sudah terback up dalam RAPBS tersebut.

RAPBS sebagai Pilar Managemen Sekolah

Rencana Anggaran Pendapatan dan Belanja Sekolah atau RAPBS adalah pilar managemen sekolah. Dengan RAPBS inilah semua kegiatan sekolah direncanakan, tidak sekadar teknis pelaksanaan tetapi juga non teknis, dalam hal ini pendanaannya.

Dana yang didapatkan dari pemerintah dan masyarakat serta dana bantuan lain yang mungkin didapatkan sekolah, diatur sedemikian rupa sehingga penggunaannya jelas dan terbuka. Hal ini juga untuk membiasakan keterbukaan dalam sistem managemen.


Setiap kegiatan yang diselenggarakan sekolah sudah direncanakan dalam RAPBS karena terkait dengan pembiayaan kegiatan tersebut. Kita tidak munafik jika setiap kegiatan selalu membutuhkan pembiayaan, baik itu besar maupun kecil. Dan, untuk itulah, maka RAPBS disusun sekolah dan stakeholder terkait.

Dengan dukungan pendanaan yang sesuai kebutuhannya, kemungkinkan ketercapaian program sangat besar. Tetapi, jika program kegiatan tidak didukung pendanaan yang sesuai, tentunya program-program tersebut hanyalah isapan jempol semata. Dan, dalam RAPBS itulah setiap kegiatan sekolah direncanakan secara utuh, kegiatan dan kebutuhan dananya.

Proses Penyusunan RAPBS

Untuk menyusun RAPBS ini, maka perlu dikoordinasikan dengan beberapa pihak sehingga tidak terjadi kesalahpahaman. Seperti kita ketahui,RAPBS merupakan acuan kegiatan, sehingga perlu kejelasan pada setiap aspek yang akan ditangani dalam kegiatan sekolah.

Proses penyusunan RAPBS dilakukan setelah kita mendapatkan berbagai masukan dari civitas sekolah dan stakeholder pendidikan yang kita rangkum di sekolah. Setiap unsur dari stakeholder diharapkan dapat memberikan kontribusi pada penentuan kegiatan yang akan dilakukan sekolah. Masukan ini disertai dengan perhitungan dana yang dibutuhkan. Dengan demikian, maka ada informasi kebutuhan dana.

Informasi kebutuhan dana inilah yang sebenarnya kita butuhkan dari proses koordinasi personal terkait dengan kegiatan sekolah. Selanjutnya, informasi kebutuhan dana ini dimasukkan ke dalam rencana anggaran pendapatan dan belanja sekolah.


Stakeholder yang kita koordinasikan adalah meliputi Kepala Sekolah, Komite Sekolah, dan Guru. ketiga komponen inilah yang sebenarnya pelaksana proses pendidikan. Dengan koordinasi yang baik, maka berbagai kegiatan sekolah dapat diback up alokasi dana secara tepat. Dan, selanjutnya setiap personal dapat mengetahui kondisi keuangan, kebutuhan dan kondisi yang harus disediakan.

Keterlibatan komite sekolah dalam proses penyusunan RAPBS ini tidak lain sebagai perwakilan masyarakat. Dengan demikian, masyarakat mengetahui secara jelas pendanaan yang ada di sekolah dan tingkat kebutuhan untuk proses pendidikan dan pembelajaran. Diharapkan, setelah mengetahui kondisi keuangan sekolah, masyarakat ikut berpartisipasi dalam pengembangan sekolah, khususnya dalam hal dana.

Keterbukaan, Aspek Penting dalam RAPBS

Karena sekolah sebagai institusi penyelenggara pendidikan dan pembelajaran yang mendapatkan dukungan masyarakat, maka salah satu aspek penting dalam RAPBS adalah keterbukaan. Setiap poin kegiatan merupakan program bersama setiap civitas di sekolah dan stakeholder sekolah, maka mereka harus memahami dan mengerti apa yang terjadi saat perencanaan dan penerapan RAPBS di sekolah.

Sekolah seharusnya selalu berkoordinasi dengan semua elemen terkait. Jangan hanya dibebankan kepada kepala sekolah. Bahwa keterlaksanaan program merupakan tanggungjawab bersama sehingga semua pihak harus mengeahui secara pasti kondisi managemen sekolah, khususnya ketercapaian program dan kondisi dana yang ada.

Keterbukaan ini sangat penting agar tidak terjadi salah pengertian di antara masing-masing elemen. Ketika terjadi kemandegan program, entah karena kesulitan penerapan program atau kondisi dana yang kurang mencukupi, maka semua segera mengetahuinya dan berusaha untuk segera mengkondisikan hal tersebut.


Begitulah pentingnya keterbukaan dalam managemen sekolah, khususnya terkait dengan penerapan RAPBS dalam proses pendidikan dan pembelajaran di sekolah. Segala kesulitan yang mungkin timbul dapat segera diatasi secara bersama-sama. Dan, yang jauh lebih penting adalah dengan keterbukaan ini, maka tidak ada saling curiga terhadap managemen yang diberlakukan di sekolah.

Keberadaan rencana anggaran dan belanja sekolah memang sedemikian rupa sehingga mampu menciptakan sebuah kegiatan yang tertata dan teratur. Dan, setiap elemen  terkait mempunyai sikap andarbeni, ikut memiliki sehingga secara aktif kut berperan dalam pengkondisian managemen sehat di sekolah.
